Incheon's Jemulpo-gu District (District Chief Kim Chan-jin) held a symbolic event on July 1, in which the district chief received a civil document as the new autonomous district's "first resident" at the same time as its official launch. The occasion carried the meaning of beginning the newly opened autonomous district's first administrative act at a civil affairs window close to residents.

On the day, District Chief Kim Chan-jin visited the district office's civil affairs window in person and, as a resident of Jemulpo-gu, received a certified copy and an abstract of his resident registration record. A commemorative photo was taken of a civil affairs staff member handing over the issued documents and Kim receiving them, confirming that the integrated autonomous district's civil affairs administration had actually begun operating.
The event was attended by the district chief along with staff of the Civil Affairs and Cadastral Division, who celebrated the launch of Jemulpo-gu. Placing the first document issuance at the forefront among the various official schedules marking the autonomous district's launch is interpreted as an effort to highlight that the starting point of the new administration ultimately lies in residents' everyday civil affairs.
From the residents' perspective, the launch of the autonomous district means not merely a change in the name of the administrative district, but also that the agencies handling civil affairs services closely tied to daily life—such as resident registration and the issuance of various certificates—are being newly reorganized. This event served as an occasion to inform both internally and externally that such changes are proceeding without disruption.
Jemulpo-gu District Chief Kim Chan-jin said, "I find it very meaningful to share Jemulpo-gu's first start with all of our residents," adding, "I will continue to do my utmost to provide prompt and courteous civil affairs services and to realize an administration that satisfies residents."
Starting with this first issuance of a civil document, Jemulpo-gu plans to concentrate its administrative capacity on the stable operation of civil affairs administration directly linked to residents' daily lives.
