Seoul’s Gangseo-gu (Mayor Jin Kyo-hoon) announced that it is publicly recruiting 16 field investigators for its ‘2026 Local Tax Arrears Management Team’ to support the collection of overdue local taxes and non-tax revenues and to foster a sound culture of tax compliance. The selected team members will work at the district office’s Tax Administration Division from Aug. 3 through Nov. 30, carrying out field surveys of delinquent taxpayers, payment reminders, telephone consultations and on-site visits. Applications will be accepted from Aug. 6 until 6 p.m. on Aug. 10, as the district aims to take a close look even at small arrears that have gone unattended due to staffing shortages.

The Local Tax Arrears Management Team stems from a January Cabinet decision to extend the arrears management program — previously operated by the National Tax Service — to local governments as well. The initiative is being pursued jointly by the Ministry of the Interior and Safety and local governments nationwide. Until now, front-line municipalities, hampered by a lack of manpower, had little choice but to focus on large-scale and habitual delinquents, leaving small arrears effectively in a blind spot. Starting this year, Gangseo-gu plans to systematically manage overdue local taxes and non-tax revenues of 1 million won or less as well, closing what it calls the ‘management gap.’ Given that leaving even small arrears unaddressed can raise fairness concerns for those who pay faithfully, the project is designed to secure the working-level staff needed to deliver tax justice on the ground.

A total of 16 people will be hired. Any Korean national aged 18 or older who can smoothly carry out telephone consultations and on-site visit surveys is eligible to apply. Applications will be accepted online only, through the dedicated recruitment website for the Seoul Local Tax Arrears Management Team (https://seoultax.applyin.co.kr). Following a document screening and interview, the district plans to announce the final successful applicants on Aug. 22 via its official website and other channels. Detailed information on the recruitment can be found under ‘Job Notices’ on the district website.

Gangseo-gu stressed that the team’s work will go beyond simple collection to include tailored support. By carefully assessing each delinquent’s financial circumstances and living conditions, the district will encourage voluntary payment from those able to pay, while connecting those struggling to make ends meet to welfare services. The aim, officials said, is to address tax collection and support for residents in need together, prioritizing on-the-ground fact-finding over unconditional pressure.

Gangseo-gu Mayor Jin Kyo-hoon said, “The arrears management team being hired this time will play an important role in creating a fair culture of tax compliance,” adding, “I hope diligent and responsible residents will show strong interest and apply.” The recruitment also offers a chance to gain roughly four months of hands-on experience in tax administration, and local residents interested in the field are expected to apply. Further details are available from the Gangseo-gu Tax Administration Division (☎ 02-2600-6107, 6215).
