Ganghwa-gun (Governor Park Yong-cheol) announced that, following the issuance of a heavy rain alert in the region on the 14th, it immediately activated its emergency duty system and mounted an all-out response to prevent damage from the concentrated rainfall.
According to the county, a heavy rain advisory was issued at 6 p.m. that day, and it was upgraded to a heavy rain warning at 9:45 p.m. By 11 p.m., when the alert was lifted, about 92mm of rain had fallen over Ganghwa-gun, and in Bureun-myeon strong rain continued at rates reaching 48mm per hour. As heavy rain concentrated over a short period, safety management of vulnerable areas such as drainage facilities, rivers, and low-lying zones emerged as a key challenge.
The county activated its emergency duty system the moment the heavy rain advisory took effect and deployed some 110 public officials to inspect facilities and carry out on-site safety measures. Each department strengthened advance monitoring focused on the facilities and vulnerable areas under its jurisdiction, and checked major infrastructure such as drainage facilities, roads, and rivers for any abnormalities. The response was focused on identifying risk factors early so that they would not lead to accidents.

Governor Park Yong-cheol also made an emergency inspection of the disaster response situation room at the Integrated CCTV Control Center to check on the heavy rain response. There, Governor Park reviewed each department’s response status under the heavy rain alert, the emergency duty system, and the implementation of safety measures, and ordered a preemptive response to prevent harm to residents.
The county said it will continue to closely monitor weather conditions and strengthen monitoring and control of areas at risk of casualties. If signs of danger are confirmed, it plans to minimize damage to lives and property through preemptive safety measures such as access control and resident evacuation. This measure takes into account the possibility that additional accidents could occur in areas where the ground has been weakened even after the alert is lifted, and from residents’ perspective it serves as a safety net that reduces gaps in the administration’s response during disaster situations.
