Ryu Je-myung, Second Vice Minister of the Ministry of Science and ICT (headed by Deputy Prime Minister and Minister Bae Kyung-hoon), visited Cheongju Post Office on August 5, accompanying postal carriers on their delivery rounds to support their work and to encourage carriers who remain on the job despite the heat.

This summer has brought sustained extreme heat, severe enough to prompt a 「serious heat-wave alert」, which the Korea Meteorological Administration issues when the perceived temperature reaches 38 degrees. Because postal carriers spend most of the day outdoors, they are directly exposed to such weather conditions, making heat-wave safety management a key task that determines whether postal services can continue.

On the day of the visit, Vice Minister Ryu inspected the post office’s special summer safety management measures on site. The items reviewed included: adjustment of delivery volumes and exercise of the right to suspend delivery work according to heat-wave advisory levels; minimization of outdoor work during the heat-vulnerable hours of 2 p.m. to 5 p.m.; the constant provision of cooling items and drinking water; and an emergency response system in the event of heat-related illness. These measures are intended to prevent heat-related illness caused by the heat wave and to enable a swift response should an actual incident occur.

Ryu said, ‘I am deeply grateful for the dedication of our postal carriers, who continue to provide postal services even during the peak of the heat,’ adding, ‘Because carriers spend most of the day outdoors, they are inevitably sensitive to weather conditions such as heat waves.’

He went on to say, ‘I ask that you carry out your duties with the safety and health of our postal carriers as the top priority,’ urging that ‘the carriers’ right to suspend work be exercised in a timely manner, particularly when a serious heat-wave alert is in effect.’ The right to suspend work is a system that allows delivery duties to be halted when weather conditions reach a dangerous level; the key is ensuring that it does not remain a mere regulation but is exercised promptly in the field when needed.

This on-site visit is seen as an affirmation of the policy resolve to maintain postal services closely tied to citizens’ daily lives during summers of recurring heat waves, while also protecting the safety of the frontline workers who sustain those services.
