The Ministry of Science and ICT (minister not disclosed) has carried out a reassignment of three division-director-level officials, effective Aug. 12 and 13. The reshuffle covers posts that oversee some of the ministry’s core functions, including international cooperation, research budgeting and planning-finance.

The Ministry of Science and ICT announced the division-director-level reassignments on Aug. 11, with the appointments taking effect on Aug. 12 and 13.
Effective Aug. 12, Lee Kyung-rim (李炅臨), director for Americas-Asia cooperation, moves to the post of director for international cooperation coordination. On the same date, Lee Eun-ju (李銀珠), the current director for international cooperation coordination, is appointed director of the research budget coordination division. Then, effective Aug. 13, Jung Yeon-woong (鄭然雄) takes up the post of director for planning and finance.
The director for international cooperation coordination is responsible for orchestrating the ministry’s external science and technology cooperation strategy, while the director of the research budget coordination division oversees the formulation and allocation of the national research and development (R&D) budget. The director for planning and finance plays a central role in the ministry’s finances and policy planning. This reshuffle realigns these key working-level posts, with the move of a staff member from international cooperation into the research budget area drawing particular attention.
A ministry’s regular personnel changes are directly tied to the momentum behind its policy drive. Because R&D budgeting, international cooperation and planning-finance are the channels through which science and technology policy is actually carried out in the field, attention is focused on how this reshuffle will affect policy operations in the second half of the year.
