The Incheon Metropolitan Government has conducted preventive training aimed at blocking the fraudulent receipt and improper spending of subsidies for social enterprises before they occur. The move is intended to further strengthen the management system for financial support projects by adding advance preventive education to regular guidance and inspections.

The Incheon Metropolitan Government held preventive training for subsidy recipients to block, in advance, the fraudulent receipt and improper spending of subsidies under its projects to promote job creation and the generation of social value. The measure is designed to establish a foundation for transparent and accountable fiscal management.
The training centered on helping subsidy recipients understand the key processes of ‘e-Nara Doum,’ the integrated management system for national subsidies — the grant, execution and settlement stages — and on ways to minimize practical errors. Because subsidy execution involves complex procedures and demanding document management, in which a minor mistake by a staff member can easily lead to accounting problems, the training focused on enhancing the ability to operate the system.
In particular, it covered practical, immediately applicable content such as cases of criminal and administrative punishment imposed when fraudulent receipt occurs, cases cleared of suspicion, and proper methods of subsidy execution, thereby aiding participants’ understanding. By presenting in concrete terms, through actual cases, which acts constitute violations and in which instances execution is recognized as legitimate, the program enabled subsidy recipients to set their own standards for accounting management.
Until now, Incheon City has strictly managed the accounting of its financial support projects through regular guidance and inspections. Beginning this year, it is complementing the management system by pairing after-the-fact inspection with education centered on advance prevention. Rather than punishing after a problem arises, the city has shifted the center of gravity of its management toward reducing errors and violations from the outset.
This also offers practical help to subsidy recipients such as social enterprises. Accurately understanding the procedures reduces the risk of punishment stemming from unintended mistakes, and leads to the stable operation of support projects — so that, in the end, the jobs and social value these enterprises create can also be sustained.
Kim Sang-gil, head of Incheon City’s Economy and Industry Bureau, said, ‘To steadily carry forward projects for spreading social value, transparent fiscal management is above all a necessity,’ adding, ‘We will continue to conduct fraudulent-receipt prevention training in coordination with worksites in the district and related agencies, and will thoroughly manage employment-related support projects so that they are executed lawfully.’
