Incheon's Jemulpo-gu District (Mayor Kim Chan-jin) held a joint campaign on Sept. 3 at the Jemulpo-gu Culture and Sports Center to eradicate the so-called four major forms of violence — sexual harassment, sexual violence, prostitution and domestic violence. The district plans to use the event as a starting point for expanding prevention activities into a year-round system.

The campaign was organized to raise residents' awareness in the wake of recent violent crimes that have drawn public attention, and to foster a safe and healthy atmosphere in the community. The four forms of violence are often handled separately under different laws and by different departments, but this campaign was notable for bringing them together in a single joint event.

Jemulpo-gu Mayor Kim Chan-jin and members of the Jemulpo-gu Citizen Participation Group were among the many officials and participants who attended. They explained to residents visiting the center why violence prevention matters, lending momentum to the campaign.

On-site guidance focused on situations residents may actually encounter in daily life. Using case examples, organizers explained the forms the four types of violence can take and how to respond when harm occurs. Because damage from violent crime grows the longer reporting and initial response are delayed, the campaign emphasized learning response measures in advance.

In particular, members of the Citizen Participation Group spoke directly with residents, broadening a shared understanding of the need for prevention and drawing greater participation. Rather than having the administration hand out promotional materials one-way, the campaign adopted a structure in which residents speak to residents — creating an additional channel for delivering the campaign's message into everyday life.

"Above all, it is important to build a Jemulpo-gu free of violence, where all residents can live with peace of mind," Mayor Kim Chan-jin said. "We will continue to implement a welfare city where residents' human rights are respected and their safety is guaranteed through ongoing education and campaigns."

Following the campaign, the district plans to strengthen cooperation with related organizations and expand year-round prevention activities and customized outreach education so the effort does not end as a one-time event. If education tailored to different groups is delivered on-site, prevention information can reach residents who find it difficult to travel to event venues.

The four forms of violence share the characteristic that harm often takes a long time to come to light, and whether cases are reported depends on the awareness of those around the victim. That is why repeated community-level campaigns are as important as responding to individual cases, and Jemulpo-gu's event falls in that same line of effort.
