The Ministry of Science and ICT (Deputy Prime Minister and Minister Bae Kyung-hoon) announced that Second Vice Minister Ryu Je-myung held a video meeting on September 30 with Kanishka Narayan, the AI minister of the UK Department for Business, Innovation and Science and the Cabinet Office, to discuss key issues in the field of artificial intelligence (AI) and the direction of cooperation between the two countries. Both sides shared the view that government oversight and the establishment of international governance are needed to respond to the risk of losing control amid the rapid advancement of frontier AI.

The meeting came about after a recent reorganization of the UK government transferred the overarching function of AI policy to the Cabinet Office, with Minister Kanishka Narayan of the Department for Business, Innovation and Science taking charge of AI oversight at the Cabinet Office. The two sides had already held a bilateral meeting at the Second Digital Partnership Forum last December, making this latest meeting an occasion to continue the momentum of their cooperation.

The meeting was conducted online for 30 minutes from 4 p.m. that day in the medium conference room of the Presidential Advisory Council on Science and Technology, with consecutive Korean-English interpretation. The Korean side was represented by the Second Vice Minister, the director for Europe and Africa cooperation, and the head of the AI strategy team, while the UK side was represented by the AI minister of the Department for Business, Innovation and Science, along with a counselor and a commercial officer from the British Embassy in Seoul.

Both sides shared the view that strong government oversight and the establishment of international governance are needed to respond to the recent rapid advancement of frontier AI and the risk of losing control. This aligns with a broader trend in which leading figures in the AI industry are calling for government-level oversight and the creation of international norms as cutting-edge AI advances at an accelerating pace.

The Korean side shared its policy direction following the implementation of the 「Framework Act on AI」, and both sides agreed to continue practical cooperation centered on each country’s AI safety institute, as well as collaboration on multilateral stages to help shape global AI norms. The discussion, proposed by the UK side, covered the following agenda items: ▲the two countries’ understanding of the latest global AI risks ▲sharing policy directions on AI safety and regulation and exploring avenues for cooperation ▲roles and cooperation measures in the international community.

Vice Minister Ryu Je-myung said, ‘Close international cooperation is essential to respond to the rapidly changing era of frontier AI,’ adding, ‘We will continue policy and technology exchanges with the UK, which has pioneering experience in the field of AI safety, and the two countries will keep working closely together to lead global AI governance.’

As AI technology rapidly spreads across industry and everyday life, international cooperation on safety and regulatory frameworks is a task directly tied to the reliability of the technology. This meeting is significant in that it laid the groundwork for Korea to keep pace with major countries in shaping international norms in the field of AI safety.
