The Incheon Metropolitan Government (Mayor Park Chan-dae) and the Democratic Party of Korea have agreed to strengthen cooperation to secure next year’s national funding and resolve regional pending issues. On September 22, Mayor Park Chan-dae convened the ‘2026 Democratic Party-Incheon Metropolitan Government Budget Policy Council’ in the main conference room of Incheon City Hall to discuss key national-funding projects, the enactment and revision of legislation, and measures to resolve major pending issues.

The council was attended by Mayor Park Chan-dae and city officials, along with party leaders including Democratic Party Leader Kim Min-seok and Floor Leader Han Byung-do, Incheon City Party Chairman Heo Jong-sik, and regional National Assembly members. As a gathering where the local government and the ruling party coordinate budget and policy, the meeting was aimed at placing regional pending issues on the discussion table of the government and the National Assembly ahead of the parliamentary budget review.
At the meeting, Mayor Park Chan-dae proposed 12 key national-funding projects, 7 legislative enactment and revision tasks, and 12 major pending projects, and requested the party’s active cooperation.
In the national-funding area, following the reflection of a record-high 7.0863 trillion won in national funds in the 2027 government budget proposal, Incheon requested active support during the National Assembly review process for projects that were not reflected in the government budget proposal or require additional increases. The main requested projects total 155.9 billion won across 12 items, including ▲support for the operation of Incheon’s administrative system reorganization ▲support for Incheon M-Bus ▲support for the issuance of the local love gift certificate (Incheon e-eum) ▲nationwide easing of the local-funding burden (support for the Nuri Curriculum childcare fee difference, labor inspector personnel costs, and operation of the local-tax delinquency management team) ▲construction of a comprehensive emergency training center in the Gyeongin region. Many of these projects are directly linked to residents’ daily lives, such as public transportation, childcare, and local currency, so whether they are reflected in the national budget is expected to affect citizens’ burdens and service levels.
In the legislative area, the city called for the swift promotion of key legislative enactment and revision tasks, including the designation of the ‘Incheon Bio Science and Technology Institute Act’ as a fast-track bill and its passage—a core pledge of the 9th popularly elected administration to establish the Incheon Bio Science and Technology Institute—as well as the revision of laws related to the relocation of military facilities.
Along with this, the city also requested party-level cooperation on pending issues directly linked to Incheon’s future competitiveness, including ▲hosting the 2028 G20 Summit in Incheon ▲designating Songdo, Incheon, as a global AI hub ▲establishing a graduate school of medicine at the national university corporation Incheon National University.
Mayor Park Chan-dae said, ‘We will create new growth engines through the ABC+E strategy, which links Incheon’s strengths—such as its airport, port, and supporting industrial complexes—with AI, bio, content, and energy,’ and added, ‘I request the party leadership’s budget and policy support so that key tasks such as attracting the global AI hub, establishing the Incheon Bio Science and Technology Institute, and hosting the G20 can bear fruit.’
He went on to say, ‘Incheon suffers from a double marginalization—excluded from balanced-development support simply because it is part of the metropolitan area, while still subject to various regulations,’ and requested, ‘Please lend the party’s strength to reasonable institutional improvement.’ He further emphasized, ‘As Incheon is also pursuing fiscal innovation such as the introduction of a total budget ceiling system, please join forces to the end so that this can lead to tangible results in the National Assembly’s budget review process.’
