The Incheon Metropolitan Government (Mayor Park Chan-dae) conducted job training to strengthen disaster response capabilities on the 2nd at the main auditorium of the Incheon Free Economic Zone Authority, drawing some 300 participants including city and district·county officials and representatives from public corporations and agencies. Under the 「Framework Act on the Management of Disasters and Safety」, frontline staff in charge of disaster and safety affairs gathered in one place to review the entire disaster management process from prevention to recovery.

The training was arranged to raise capabilities for the prevention of, preparation for, and response to various disasters, and to build the practical skills needed to respond swiftly and systematically on-site when a disaster strikes. Participants included not only officials handling disaster and safety affairs at the city and district·county levels but also representatives from public corporations and agencies, ensuring that the related institutions that must act together during a disaster share the same standards.
The training focused on sharing hands-on experience in disaster and safety management as well as cases of on-site response at damage scenes. Through this, the aim was to broaden understanding of the entire disaster management process, from prevention through the onset of an incident to response and recovery, and to elevate practical competence.
In particular, drawing on cases of actual disasters and safety accidents, participants analyzed the causes of the incidents and the course of the response, and examined the roles each institution and department must take on as well as the cooperation systems during a disaster. In other words, the training was designed not to remain at the level of theory but to revisit what actually happened in the field.
Through such case analysis, Incheon plans to prevent the recurrence of similar accidents while strengthening the on-site response system so that, when an actual disaster occurs, related institutions can respond swiftly and efficiently on the basis of organic cooperation.
Disaster response hinges on preparation in ordinary times and on well-coordinated cooperation among institutions. If the officials in charge familiarize themselves in advance with the causes and recovery processes of accidents that occurred in other regions, they can reduce confusion when a crisis actually arrives and protect residents lives and property more quickly. This training carries meaning directly tied to citizens safety in that it has widened the scope of such preparation.
