Ahead of the Chuseok holiday, the Incheon Metropolitan Government is launching intensive safety management before, during and after the holiday for some 22,000 seniors who live alone or require ongoing care. The measure is aimed at preventing gaps in support that can widen during the holiday period and at ensuring that no senior is left isolated during the festivities.

The Incheon Metropolitan Government (Mayor Park Chan-dae) said it has designated a special safety management period for the Chuseok holiday and will check on the well-being and safety of seniors in cooperation with its districts and counties as well as 33 agencies that carry out the Customized Care Service for the Elderly and the Emergency Safety Assurance Service. A total of 22,492 people are covered, including 16,262 users of the Customized Care Service for the Elderly and 6,230 users of the Emergency Safety Assurance Service.
While the holiday is a time when family visits are concentrated, it can also be a period when seniors in need of care feel greater isolation as the regular support they rely on is interrupted. That is why this safety management spans the days before and after the holiday.
The safety management system operates in three stages: advance checks, monitoring during the holiday and follow-up afterward. Before the holiday, officials check whether care phones and emergency safety devices are working properly, and on the 23rd, just before the holiday begins, they will check on seniors all at once by phone and in-person visits.
During the Chuseok holiday, from September 24 to 27, officials will confirm each senior’s well-being at least once using phone calls and artificial intelligence (AI)-based AI calls. Care-phone monitoring will also run at all times, keeping response teams on standby so that any sign of trouble triggers an immediate on-site response. On the 28th, when the holiday ends, officials will again check by phone or in-person visit to confirm that seniors have returned to their daily routines safely.
Close-contact protection activities by local service agencies will be carried out as well. By identifying in advance whether families plan to visit and how seniors plan to travel over the holiday, agencies will separately classify and manage high-risk individuals, and will connect private donations such as rice, holiday gift sets and side dishes so that seniors can enjoy an abundant holiday.
Kim Jong-ho, director-general of the city’s Integrated Care Bureau, said, ‘During the holiday, seniors who normally receive care can feel a significant gap in support, so we will look after them closely from advance checks through the period after the holiday.’ He added, ‘By organically linking smart technologies such as AI calls and care phones with on-site staff, we will do our utmost to ensure that seniors spend a safe and comfortable Chuseok holiday.’
