Incheon's Michuhol-gu District (Mayor Kim Jung-sik) has overhauled its communication channel between residents and the administration. The district announced that it will begin full-scale operation of 'Michu ON Text,' a newly rebranded version of its existing direct text service to the mayor, starting the 3rd. Coinciding with the launch of the 9th popular election term, the aim is to place resident communication at the forefront of policy.

The name 'Michu ON Text' was adopted in the course of reorganizing the service so that residents can use it more familiarly and easily. According to the district, the 'ON' in the name signifies always being connected and responding to every voice, embodying both the district's commitment to listening to residents' stories and the direction of communication-driven governance in the 9th popular election term.
The service number was set as '010-7155-3650' to reflect the idea of 'always being with residents 365 days a year.' In this overhaul, the district did not stop at tidying up the name and number but also revamped the management system for how submitted resident opinions are reviewed and handled.
Using the service is simple. Any resident living in Michuhol-gu can send everyday inconveniences, grievance complaints, policy proposals, suggestions and more via text message. Submitted content is reviewed personally by the mayor and then examined by the relevant department, with the outcome relayed back by text. However, since this channel is for text messages only, phone calls are not supported.
The district expects the service to narrow the psychological and physical distance between residents and the administration and to serve as a channel for reflecting even small opinions arising in daily life into district affairs. In particular, it is expected to lower the threshold for resident participation, as people can convey their voices directly to the mayor with a single text message and no separate procedures.
Mayor Kim Jung-sik said, "Administration begins with listening to the voices of residents," adding, "Through 'Michu ON Text,' I will not neglect even the smallest opinion but examine it personally, and I will practice communication-driven governance that finds answers together with residents."
