According to Yeonsu-gu District, the resident participatory supervision system allows local residents — rather than administrative authorities — to take on the supervisory role for construction projects carried out in their neighborhoods. The program was introduced to enhance transparency in the construction process by incorporating residents' perspectives into supervision procedures that had previously been led solely by government authorities.

Since construction sites are located close to residents' everyday living spaces, construction quality and safety are directly linked to residents' quality of life. By having residents personally check on details at the site that could easily be overlooked through routine inspections by administrative authorities alone, the program is expected to help prevent substandard construction and further improve construction quality.

Through the operation of this system, Yeonsu-gu District aims to strengthen resident participation and oversight of the construction process, thereby increasing residents' trust in neighborhood construction projects. The district plans to continue expanding participatory administration that allows residents to directly voice their opinions on local issues.
