The Incheon Metropolitan Government (Mayor Park Chan-dae) has finalized six zones, totaling 16,267 housing units, as pilot districts to lead the redevelopment of aging new towns. The Incheon Metropolitan Government (Mayor Park Chan-dae) announced the final selection results for the aging new town redevelopment pilot districts, designating six zones with a combined 16,267 housing units. The scale of this selection is the largest in the country.

By zone, the Guwol District B1 zone accounts for 2,756 units (consent rate 87.5%, evaluation score 88.2), while the Yeonsu-Seonhak District was designated with 5,605 units by combining the A7 zone (4,748 units) and the A12 zone (857 units) (average consent rate 90.3%, average evaluation score 87.4). These were followed by the Mansu 1·2·3 District A4 zone with 1,530 units (consent rate 63.5%, evaluation score 56.6), the Galsan-Bupyeong-Bugae District A3 zone with 2,958 units (consent rate 87.8%, evaluation score 91.9), and the Gyesan District A5 zone with 3,418 units (consent rate 73.8%, evaluation score 70.5).

Pilot districts are the zones where redevelopment of aging new towns will be pursued first, and their significance lies in the fact that they mark the actual starting point for the improvements to the living environment that residents have long awaited.

Earlier, in December 2025, the city issued a public call for pilot district applications targeting five aging new town districts, including Guwol and Yeonsu. When applications closed this past June, 21 of the 39 designated special redevelopment zones—totaling 46,100 units—submitted applications, reflecting the high level of interest.

The city subsequently formed an evaluation committee that included outside experts and reviewed public records such as real estate registration certificates and building ledgers. It selected the final target sites after verifying the validity of consent forms and conducting quantitative evaluations.

Alongside the announcement, the city also moved to stabilize the real estate market. To preemptively block speculation such as the splitting of shares in multi-unit buildings and to protect residents’ assets, it immediately issued a notice setting the rights assessment reference date in accordance with Article 39 of the Special Act on the Redevelopment and Support of Aging New Towns.

To ensure the swift progress of the project, the city plans to dispatch a Master Planner (MP) to each zone as soon as the formation of the resident representative group is complete. The dispatched MP will communicate with residents and provide close support for tailored consulting and administrative procedures needed to establish special redevelopment plans.

For zones not selected this time, the city plans to determine the method and volume for selecting redevelopment target sites from 2027 onward through resident briefings and consultations with relevant agencies.

Yoo Kwang-jo, Director-General of the city’s Urban Balance Bureau, said, ‘This pilot district selection reflects the strong interest and aspirations of residents, and it marks a pivotal turning point that goes beyond simply improving the living environment of aging new towns toward building future-oriented smart cities and achieving balanced regional development.’ He added, ‘By providing tailored, hands-on administrative services for each zone from the earliest stages of the redevelopment project, we will concentrate all of our administrative capabilities to ensure that Incheon becomes a nationwide model case for the redevelopment of aging new towns.’
