The Public Procurement Service (PPS, Administrator Baek Seung-bo) announced that it will begin a field trial of its AI-based technical evaluation support system, which is currently under development to enhance the objectivity and validity of public procurement reviews and assessments. Excellent Product designation reviews and negotiated-contract proposal assessments are the first areas of application.

The PPS is introducing artificial intelligence to public procurement evaluation, a field in which vast volumes of technical documentation have long been examined manually by people. The agency will trial an AI-based technical evaluation support system that uses AI to conduct in-depth analysis of large-scale technical materials, such as specification documents and negotiated-contract proposals submitted for Excellent Product designation reviews, to supply the key information needed for evaluation and to support faster, more accurate decision-making by evaluation committee members.
In Excellent Product designation reviews, the support system uses AI to analyze specification documents for recently designated products of the same category and provides a comparison table of the technologies and performance of the applicant product against existing designated products. This allows evaluators to grasp at a glance the differences in key technologies and performance across products, and they can also use a smart search service to quickly locate the technical information and related details they need.

In negotiated-contract proposal assessments, the AI extracts the key technologies and requirements from the request for proposals and then analyzes the submitted bid proposals. Based on this, it provides evaluators with information on whether each proposal meets the requirements of the request for proposals, the main strengths of each proposal, and its core technical content. The system will also offer a function for reviewing the latest technology trends in relevant fields, along with an evaluation-support chatbot service, enabling evaluators to review the essential content of extensive proposals more efficiently.
The PPS will first provide, on a trial basis, AI-generated technology and performance comparison tables to evaluators for 11 product categories in this year’s third round of Excellent Product designation reviews (August 26 to September 18). Following that, in September, it plans to provide AI analysis results of bid proposals for at least five information-technology project negotiated-contract proposal assessments, verifying the system’s accuracy and usability in an actual evaluation setting.

The PPS has also put in place safeguards to minimize AI hallucination and analysis errors that could arise during the system’s introduction. It has equipped the system with a source-location feature so that evaluators can directly check and verify the basis of the AI’s analysis, and it plans to clearly mark all analysis materials as ‘supplementary reference material for evaluation’ so that AI analysis results do not influence evaluators’ independent judgment. By positioning AI as an assistant rather than the agent of evaluation, the agency has ensured that final decisions are made by people.

This field trial is significant as an effort to raise the reliability and fairness of public procurement evaluation. Securing objectivity in reviews of public procurement, which is funded by taxpayers, can improve the predictability for participating companies and their acceptance of the results. The PPS plans to continuously refine the system’s functions by reflecting improvements identified during the trial, and to gradually expand the scope of application to other public procurement review and evaluation areas, such as Innovative Product designation, in the future.
Kim Ji-wook, Director-General of the Digital Fair Procurement Bureau, said, ‘We expect that providing evaluators with precise, AI-based analytical materials will help establish a more objective and reasonable technical evaluation framework,’ adding, ‘Through continuous field trials and refinements, we will do our best to enhance the reliability of public procurement evaluation.’
