Incheon is accelerating efforts to build the institutional framework needed to transform its aging planned neighborhoods in older urban areas into sustainable future cities. Having completed expert deliberation on the district-by-district master redevelopment plans, the city is now launching the approval process with the Ministry of Land, Infrastructure and Transport.

The Incheon Metropolitan Government (Mayor Park Chan-dae) announced on September 3 that it had convened the Incheon Metropolitan City Aging New-Town Redevelopment Committee, made up of experts in urban planning and urban redevelopment, and had concluded its deliberation on the district-by-district drafts of the Aging New-Town Master Redevelopment Plan for zones including Guwol and Yeonsu.
The deliberations covered five districts in all: Guwol, Yeonsu-Seonhak, Gyesan, Galsan-Bupyeong-Bugae, and Mansu 1, 2 and 3. Rather than treating the plans as simple reconstruction of aging residential areas, the committee reviewed each district’s master plan with an eye toward overhauling the infrastructure of the city as a whole.
The committee focused on floor-area-ratio increases tailored to each district’s characteristics, an approach to large-scale block-unit integrated redevelopment, and concepts for mixed-use, high-density development around transit hubs. It also held in-depth discussions on expanding metropolitan transportation facilities and securing infrastructure such as parks and green spaces, key tasks in improving the residential environment.
The master redevelopment plans that have now passed deliberation will proceed to review and approval by the Ministry of Land, Infrastructure and Transport’s Special Committee on Aging New-Town Redevelopment before being finalized and officially announced. Once the plans are confirmed, the institutional framework for designating legally binding special redevelopment zones will be complete, and redevelopment projects in individual zones are expected to gain considerable momentum.
Many of the districts in question were developed long ago and have seen redevelopment discussions stalled for years, so drawing up these master plans is directly tied to improving residents’ living conditions. Officials expect the overall quality of the living environment to rise if an integrated redevelopment approach that expands infrastructure such as transportation and green space, rather than piecemeal individual reconstruction, is applied.
Nam Young-hee, Vice Mayor for Balanced Development, said, ‘Convening this Aging New-Town Redevelopment Committee marks a major turning point for reinventing long-stalled housing districts such as Guwol and Yeonsu as core spaces of a global future city, Incheon.’ She added, ‘We will spare no administrative support so that we can swiftly finalize high-quality master plans reflecting each district’s characteristics, improve residents’ living conditions, and establish a sound model of urban development.’
