The National Data Agency (Commissioner Ahn Hyung-jun) held a workshop titled 「From Data Standards to Innovation: SDMx and Artificial Intelligence (AI)-Based Capacity Building」 on September 15 at the Hotel Naru Seoul MGallery, jointly with the Organisation for Economic Co-operation and Development (OECD) and the Asian Development Bank (ADB). The workshop offered a forum for the international community to jointly explore the foundations of ‘AI-friendly data’ — data that artificial intelligence can accurately understand and use in terms of meaning and context.

The workshop, which runs for three days through September 17, drew some 80 participants from 25 countries, including data experts from statistical offices and central banks across the Asia-Pacific region. Participants are focusing their discussions on how the ways of producing, managing and using data should change in step with advances in artificial intelligence technology.

At the center of the discussions is SDMx, an international data standard. SDMx (Statistical Data and Metadata eXchange) is an international standard that standardizes statistics, data and related information so they can be exchanged smoothly between different systems. The workshop addresses ways to connect statistics and data — which have been managed in different ways by each country and institution — through this standard, and to combine it with artificial intelligence technology so that AI can understand and use data more accurately.

Leading experts in data standards and artificial intelligence from major international organizations around the world, including the OECD and the Bank for International Settlements (BIS), are taking part as instructors. On the first day, participants practice standardizing and systematically managing data so that artificial intelligence can accurately locate statistical information. On the second day, they share ways to use AI from the data producer’s perspective to improve data quality and streamline production and management tasks, along with real-world application cases. On the final day, building on the previous two days, an ‘SDMx + Artificial Intelligence (AI) Innovation Hackathon’ is held, in which participants directly develop and demonstrate data innovation service models using the connective technology (MCP) that links AI and data. MCP (Model Context Protocol) is a general-purpose data connection standard for artificial intelligence that helps AI models connect in a standardized way with diverse data sources such as external databases and files.

In his opening address at the first-day ceremony, Lee Myung-ho, Deputy Commissioner of the National Data Agency, emphasized that ‘in the age of artificial intelligence (AI), the competitiveness of data lies not in the sheer volume of vast data itself, but in building AI-friendly data that AI can properly understand and use in terms of its meaning and context.’ He added, ‘I hope this workshop will allow each country to share its experiences and concerns, and help discover new possibilities for citizens and governments to use data more easily and accurately in the AI era.’

The reason this workshop is drawing attention is that the center of gravity in artificial intelligence competition is shifting. Deputy Commissioner Lee noted that ‘the paradigm of recent AI competition is moving from the model itself to competition over Good Data that AI can trust and use immediately,’ and expressed hope that ‘this workshop will promote the production and use of good data through the combination of data standards and AI, and further serve as a foundation on which data and AI enhance each other’s value and develop together.’

When data that has been managed differently by each country and institution is connected through international standards such as SDMx and accurately understood and used by artificial intelligence, citizens will be able to use the data they need more easily and accurately. In that both the usability and accessibility of data improve together, these discussions extend beyond an internal administrative task to touch on citizens’ everyday use of information.

The National Data Agency plans to use this workshop as a springboard to strengthen data cooperation with international organizations such as the OECD and ADB, as well as with Asia-Pacific countries, and to continuously accelerate statistical and data innovation in step with the changing global data standards of the AI era.
