The government has stated that nothing has yet been decided regarding some media reports that it would halt development of a homegrown artificial intelligence (AI) foundation model and establish a special purpose company (SPC) worth 5 trillion won. It did stress, however, that it is keenly aware of the need to concentrate funding to support the development of top-tier AI models.

The government (Office of AI Policy) issued an explanatory statement on the 28th, saying that no decision had been finalized on whether to review halting the homegrown AI foundation model project or on discussions to establish an SPC.
Earlier that day, the Chosun Ilbo reported in an article headlined ‘Government Reviewing Halt to National AI… Discussing SPC With 5 Trillion Won in Tax Funding’ that the government is considering suspending the ‘National AI’ project it has pursued to develop a homegrown AI foundation model, and instead plans to newly pursue a project to develop frontier-class AI models by setting up an SPC (special purpose company).
In response, the government said it is keenly aware of the need to concentrate funding to support the development of top-tier AI models. However, it drew a line by stating that nothing has yet been decided regarding a halt to the homegrown AI foundation model project or the establishment of an SPC related to developing top-tier AI models.
Citing these circumstances, the government asked for caution in related reporting.
The homegrown AI foundation model project is a core task directly tied to securing national-level competitiveness in artificial intelligence, and any change in direction would have a significant impact on the domestic AI industry ecosystem and the scale of budget investment. This explanatory statement is seen as a measure to prevent confusion in the market and industry over the policy direction.
The matter is being handled by the AI Technology-Based Policy Division.
