The Incheon Metropolitan Government established and announced the ‘Designation of the Yongyu 2 Urban Development District and Development Plan’ as of September 21, 2026, aiming to redevelop the Yongyu area—which had been adrift for years following the collapse of large-scale development projects since 2003—and to protect residents’ property rights. About 45 billion won will be invested through the land readjustment method, with Yeongjong-gu participating directly as the project operator.

The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that it had published the ‘Designation of the Yongyu 2 Urban Development District and Development Plan’ as of September 21, in order to systematically redevelop the Yongyu area and protect residents’ property rights.

Despite its strategic importance as a gateway to the Seoul metropolitan area, the Yongyu area had long been left in a development vacuum. As large-scale development projects such as ‘Eight City’ and ‘Noeulbit Town’ collapsed one after another, the area was removed from the Free Economic Zone in 2018. In the process, prolonged land-use restrictions severely limited residents’ exercise of their property rights, and the residential environment continued to deteriorate due to a lack of infrastructure such as roads and parks.

The newly confirmed Yongyu 2 Urban Development Project is intended to resolve these local issues, with Yeongjong-gu participating directly as the project operator and carrying it out through the land readjustment method. The total project cost stands at about 45 billion won. After Yeongjong-gu requested approval for the district designation in September 2025, the Incheon Metropolitan Government swiftly completed administrative procedures—including consultations with relevant agencies and deliberation by the Urban Planning Committee—laying the groundwork for the project to begin.

Under the development plan, the district will be home to an administrative town that enhances administrative convenience for residents, as well as systematically arranged housing facilities. In addition, urban infrastructure such as roads and parks, which had been neglected, will be extensively expanded. Beyond mere development outcomes, this holds great significance in that it restores the practical rights of residents who had been blocked from exercising their property rights under regulations for more than 20 years, and improves a previously poor living environment.

Lee Won-ju, director general of the city’s Urban Planning Bureau, said, ‘This Yongyu 2 District Urban Development Project will serve as a key turning point that practically protects the property rights of residents who have long been constrained by regulations, and resolves the chronic shortage of infrastructure.’ He added, ‘We will concentrate our administrative capacity so that the project can proceed smoothly while minimizing inconvenience to residents until its completion.’
