The Ministry of Agriculture, Food and Rural Affairs (Minister Song Mi-ryung) announced that it will hold the Forum on Revitalizing the Social Solidarity Economy in Connection with Rural Basic Income on Sept. 14, aiming to establish a virtuous cycle in which rural basic income leads to local production, services and jobs. The forum will run from 1 p.m. to 5:15 p.m. that day in the main conference room of the Chungbuk C&V Center.
Participants will include officials from the rural basic income pilot regions, as well as representative local organizations, hub farms and startup support agencies. The goal is to deepen understanding of the social solidarity economy and to build cooperative relationships among local stakeholders. The social solidarity economy is an economic approach in which residents jointly participate to solve regional problems through cooperatives, social enterprises and village enterprises, and it has drawn particular attention in rural and fishing areas facing population decline and gaps in services.
At the forum, participants will be introduced to the policy direction for the social solidarity economy and will share cases in which the social solidarity economy has been revitalized within basic income regions, as well as cases in which the private sector has connected social solidarity economy organizations to resolve local issues. In addition, support programs run by other ministries — cooperatives (Ministry of Planning and Budget), social enterprises (Ministry of Employment and Labor) and village enterprises (Ministry of the Interior and Safety) — will be presented, providing information so that local governments can broadly take part in various ministries’ programs.

The forum will also introduce the ministry’s own support programs linked to rural basic income, including support for intermediary organizations that identify and nurture social solidarity economy organizations, along with training and consulting. The ministry plans to provide incentives to outstanding local governments selected after submitting their achievements in revitalizing the social solidarity economy in 2026 and their plans for 2027. Using this forum as an occasion, a fund delivery ceremony will also be held for rural basic income regions selected under the public contest for rural social solidarity economy service cooperation models.
Jeon Han-young, director general of the Rural Policy Bureau at the ministry, said, ‘For rural basic income to translate into local production, services and jobs, cooperation and solidarity among local stakeholders and the role of local governments are important. We hope that through the revitalization of the social solidarity economy, rural basic income can help expand the economic and social services that are lacking in rural areas.’

Kang Dong-yun, director general for rural income and energy policy, said, ‘For rural basic income to breathe greater vitality into rural and fishing areas facing the risk of extinction, revitalizing the rural social solidarity economy is important. We plan to work closely with local governments through inter-ministerial and intra-ministerial collaboration so that social solidarity economy organizations tailored to the needs of rural basic income regions can be nurtured.’
For rural basic income to move beyond simple cash payments and circulate within regions as consumption and jobs, it needs organizations and a foundation of cooperation to support it. This forum is significant in that it presents the social solidarity economy as that connecting link and lays a foundation for residents in pilot regions to fill gaps in daily-life services on their own.
