The Yonghyeon 3-dong Administrative Welfare Center (Director Shin Sang-il) in Michuhol-gu has been running a 'Double Check' pilot program since this June to ensure that households in crisis are not overlooked and that tailored welfare services reach them without omission. The aim is to structurally prevent residents in welfare blind spots from being left out of support.

Under 'Double Check,' after a consultation officer completes an initial consultation, a team-leader-level manager reviews the details once more. The manager conducts a comprehensive check of whether any essential items directly tied to life and safety have been missed, whether any signs of crisis have been overlooked, and whether the consultation contents and support decisions are appropriate.
At the same time, the program supports a thorough review and connection so that no welfare service a resident needs — such as emergency welfare support, integrated case management, integrated medical and long-term care, and linkage to private-sector services — is left out. In effect, it serves as a dual safety mechanism that firmly connects needs identified at the consultation stage to actual support.
Michuhol-gu's Yonghyeon 3-dong was selected as the sole pilot operation area in Incheon for this program. The operation period runs from June to December 2026. Through this, the district expects to improve the accuracy of initial consultations, prevent welfare blind spots, and provide faster support to households in crisis.
A dong official said, "Through Double Check, we will ensure that residents in need of support are not left out of welfare services," adding, "We will continue to identify households in crisis early and connect them with tailored welfare services in a timely manner to build a tight welfare safety net."
